What is the law about?
Law No. ZRU-768 regulates relations connected with the transplantation of human organs and tissues. Reproductive organs, transplantation of a person's own tissue (autogenous transplantation), and blood donation are outside its scope (Article 1).
Ban on sale and export (Article 15)
Selling and buying human organs and tissues in the transplantation process is banned. Taking organs and tissues intended for transplantation out of the territory of Uzbekistan is also banned.
Who cannot be a donor (Article 14)
The law lists the people from whom taking organs is banned: people under 18 (except for bone marrow), people with a mental disorder or those declared legally incapacitated, people deprived of liberty, people with Group I and Group II disability, pregnant women, and other categories. Video recording (Article 13)
The law requires video recording of the transplantation process and of the warning given to the donor. The recording is medical confidentiality and is not disclosed except in cases stated in the law.
Rights of the recipient (Article 18)
The patient has the right to full information about complications, to refuse the operation before it begins, and to use rehabilitation and follow-up. Treatment of complications linked to transplantation is provided from the state budget.
Living donor and the state registry (Articles 17, 19)
A living donor has the right to free treatment of complications linked to transplantation (Article 17). Article 19 provides for keeping a state registry of donors and recipients.
